Why does one have only the short version of screw wire in the needle?

Because the long nail has only two proximal screws of which the upper is affixed by a hood and because the results of usage of a longer nail are totally different to the shorter – thus eliminating the need for “locking screws” .

In the longer version does the distal screw need to be placed “free hand”?

No, both have directing apparatus which enables the surgeon to direct the screws accordingly.

Does the instrumentarium allow for an instance where one is presented with doubt as to whether to use a short or longer nail?

Yes, for both the long, as well as the short nail, there is only one tray. Marks on the guide pin allow one to determine the length of the nail allowing one to choose the most suitable instrument.
